13/06/2019. The only fault resides in a Catalan independentism that is featured by the institutional and constitutional disloyalty, as well as by the systematic incompliance with the democratic lawfulness. And the ones who are in jail are there ─the justice will have the last say─ as a consequence of their faulty acts. Illegal and antidemocratic.
10/06/2019. Rather than celebrating populism’s containment, MEPs must instead prepare to dampen its influence by responding to the genuine concerns of their citizens, reducing elitist inclinations, and opposing radical rhetoric.

14/05/2019. This FAES Paper untangles the clichés about efficiency and employability around the idea of ‘remunicipalising’ services, and it explains the European regulatory framework in terms of public concession contracts.
29/04/2019. Neither options are exchangeable, nor does it make no difference to vote for one or the other, simply because fragmentation does not add up and will not add up. If we continue in this situation, let no one be deceived because the same thing will happen.
11/04/2019. Israeli voters have balance between the ‘heavy hand’ in terms of security and a slightly intervened economy (Likud) and a stick and carrot policy in terms of security and a less liberal economic view (Kahol-Lavan).
10/04/2019. There is a party that still does not condemn ETA's crimes, that has not apologised to its victims, nor has it declared the injustice of the damage caused. What should be of most concern is the moral bewilderment, in the face of those who still today, with a scandalous normality, act as executors of the perverse legacy of terrorism.
04/04/2019. If these elections are carried out without talking about the economy, as Sanchez's government pretends, it will be a democratic fraud like that of 2008, taking into account the promises made and the results obtained.
03/04/2019. Zelensky is a populist without a politic or economic program who has arrived to the victory by promising the usual in Ukraine: to end up with the nepotism, corruption and impunity; to overcome the economic stagnation and break free from the interdependence with Russia.
27/03/2019. Brexit seems to have acquired a life of its own and feeds on the deep disagreement between the political forces, the internal division, the lack of leadership and the territorial gap. The problem is not Brussels but the political debacle that the Brexit has triggered.

08/03/2019. The ECB's announcement to postpone the increase of interest rates 'at least' until the end of the year coincides with Professor Ignacio Muñoz Alonso's analysis: there is a sense of ‘injury time’ between agents and operators.
04/03/2019. The Banking Union lacks a supplied, mutualised and completely alienated from political decition-making, payment guarantee procedure. Whilst that fund is not culminated, member states will not be able to exploit the full potential of the euro.
28/02/2019. After decades of suffering terrorism, of success and sacrifices, of failures and learnt lessons, the irresponsible political exploitation continues to be used in such a critical area for our society and security. And this is an urgent challenge for the next Government.
26/02/2019. Acts against Jews have increased a 74% in the last year, and radical left and Islam are the bases of this new antisemitism which calls itself anti-Zionism. But anti-Zionism does not exist: the attacks are targeting the entire Jewish population.
25/02/2019. The government has broken the record of approval of decree-laws and will continue to do so with the dissolved Chambers. The fact that the government is allowed to do so does not conceal the fact that restrictions and precautions in this regard must be extreme during the electoral period.
21/02/2019. Those who hoped that the new Magna Carta would open spaces for democratic transition will be greatly disappointed, because it maintains the communist rhetoric and gear of the dictatorship. Since international observers are not allowed, we already know beforehand what the result of the constitutional referendum.
18/02/2019. The European Union is fragmented and divided. The treaty recently signed by France and Germany represents a new step in bilateral relations, but it should not convey the image of a duumvirate: the agreement represents an insufficient meeting point to develop the European project.
13/02/2019. Trump's immigration policy does not seem to have much to do with real politics, but with electoral satisfaction for 2020. While isolationism has always been present in the U.S. foreign policy perspective, Trump has now transformed the vision on immigration into 'ideology'. The construction of the wall does not reflect the true foreign and immigration policy of the United States, however, there is a very good chance that it will do so in the future.
12/02/2019. 2019 will be a year marked by the slowdown of the world economy. The first signs of weakness are also beginning to be felt in Spain - a fall in private consumption, investment and industrial production - although we are far from a recession like that of 2008.
06/02/2019. The article 155 introduces into the very heart of the 'State of Autonomies' a mechanism of political solution, founded on the political will of the people, to the legal and political conflict and which has nothing to do with the 'conflict' with which independence seeks to legitimise the rupture of the constitutional order.
04/02/2019. The progressive expansion of market fragmentation clearly shows its consequences of slowing down economic activity, with Catalonia at the forefront. This is the catastrophic line of any politician who admits that key elements of the economic homogeneity of the whole territory are disappearing.
29/01/2019. The attempt to consolidate authoritarianism in Bolivia is entering its final phase. The Cuban, Venezuelan and Nicaraguan cases are sufficient evidence for Bolivians to opt for a timely exit, before Evo Morales ends up extinguishing the remnants of democracy and freedom that remain in the country.
25/01/2019. The political situation in Venezuela makes it necessary to take into account two aspects of the events that occurred on wednesday, January 23, 2019. Who is Juan Guaidó and why does he currently hold the Presidency of the National Assembly? And more importantly, why is his oath as president in charge perfectly constitutional?
24/01/2019. The presidency assumed by Juan Guaidó and already widely recognized - not by Spain or the EU - means making all the consequences of Maduro's illegitimacy effective. The democratic opposition has rebuilt its unity and leadership and is able to offer a transition project.
24/01/2019. The Constitution became the key with which Spain gained access to a new reality. This study integrates four essays that underline its value from four different perspectives: institutional quality, reconciliation agreement, Constitution and Europe, and the referential value of the Transition in Latin America.
23/01/2019. For the first time in a long time, a favorable situation has arisen for the cause of freedom and democracy in Venezuela. The lesson is clear: without credible institutions, the rule of law and effective limits on power, it is impossible to have freedom, democracy and economic growth.
23/01/2019. Gregorio Ordóñez was more than a political leader; he was a social leader to whom speaking clearly cost him his life. Javier Zarzalejos and María San Gil remember the scope of a figure and a legacy that represents the best political commitment.
22/01/2019. What lies behind Trump's decision to withdraw the US from the war against the Islamic state in Syria? The pressure for a regime change in Iran and support for Washington's allies in the Middle East - who can continue to count on diplomatic, economic and arms assistance - are powerful reasons.
21/01/2019. Last autumn the big European political families started the process of candidatures for the indirect election of the new President of the European Commission by placing their candidates at the top of the list. It is time to take stock of the Juncker Commission's management.
15/01/2019. Budgets deserves an amendment to the whole. The Spanish economy has sufficient springs to improve its behavior and they can only be activated with orderly, stable political action supported by the citizens. Extending this legislature is synonymous with postponing for a year the necessary reform process that Spain urgently needs.
08/01/2019. It is time to ratify the agreement to avoid a 'hard Brexit', with the focus on the Protocol on Ireland and the transitional period, and FAES analyses the main scenarios that the British lower chamber’s negative vote would trigger on 15 January.
14/01/2019. With all its limitations, the euro has fulfilled its role well. Now, in the face of a more uncertain economic scenario, it is essential to complete the missing elements in its financial and banking architecture. This must now be our absolute priority.
27/12/2018. The Spanish political system has consolidated itself as one of the best democracies on the planet and it seems common sense to recognize the role played by the Constitution of 1978.
26/12/2018. Catalan independence seeks to enter fully into the phase of the street rehearsal with its eyes set on the celebration of the trial against the imprisoned politicians, which would open the phase of secessionist culmination.
21/12/2018. Sánchez, the Government and the PSOE have given their political absolution to the coup and accept the non-existent right of self-determination, in the absence of finding a formula to give it to the nationalists.
12/12/2018. The Government’s response to the violent strategy that the CDRs are deploying with impunity in the streets is absurd and evasive, a way of pretending to do something. A 'non-response' that leaves a politically incapable and uncircumcised government in evidence. 400 police officers do not constitute the answer.
04/12/2018. Change is the winner of the Andalusian elections. A calm change, substantiated in the playing field of the Constitution, with a modernizing proposal. It must be interpreted correctly and with loyalty towards the voters.
01/12/2018. George H.W. Bush should be recognized as one of the world leaders who championed the peaceful transition from the end of the Cold War to a new world order in which the United States could exercise its world hegemony.
29/11/2018. The halfway point of Trump’s political cycle is a good time to review the decisions of his government, which has not lacked both criticism and praise, and which has placed the emphasis on energy independence, on the creation of wealth and employment, as well as on the reduction of the regulatory burden.
20/11/2018. Russia admires, envies, imitates and hates Europe in equal proportion. It has always been its most significant 'ther,” the mirror of its own identity. Their links are undeniable, but even more so their controversies, and their current relations are at once one of conflict and interdependence.
19/11/2018. It is time to put a firm, peaceful and external end to the regime, which is drowning in its own economic and management incompetence.
14/11/2018. Midterm elections in the USA are a thermometer, a pulse monitoring to the presidency. On this occasion, Democrats and Republicans consider themselves to have come out on top. Will the president change his tone? On what issues will the Democrats fight? Has the Republican Party definitely mutated?
07/11/2018. Democrats will be right to congratulate themselves on their victory in the House of Representatives, but they must seek answers to who, how and where to go by 2020. And Republicans will be right to settle for a sweetened defeat and adjust to the fact that, more than likely, Trump will be a candidate for the next presidential elections.
05/11/2018. The fiscal measures agreed upon by the Government with Podemos do not respond to any country strategy nor do they encourage investment, innovation or employment. After five years of economic growth, Spain continues to register the largest deficit in the euro zone, and on January 1st 2019 we will need to finance more than 500,000 million euros in public spending.
24/10/2018. Brussels cannot accept Italian demands. Rome has not assumed yet that it should be strongly self-critical about its decades of economic stagnation and stop blaming the European Union for the profound ills afflicting the country.
18/10/2018. If the negative dynamic is confirmed, eyes will turn to the federal government, which would have to take action on a grand coalition that does not seem beneficial.
04/10/2018. The Spanish economy has engaged in an evident process of deceleration fundamentally caused by the fall in exports and consumption (especially in Catalonia). This scenario is not necessarily irreversible, but it is key to regain credibility and confidence and eliminate elements of uncertainty.
03/10/2018. Multilateralism is being questioned by national-populism. In this sense, the OAS Secretary General's words about the possibility of intervening in Venezuela in accordance with international law were answered by those who prefer to ignore the liquidation of the rule of law and the brutal repression exercised by Caracas.
27/09/2018. Pedro Sánchez praised the way in which the Quebec case had demonstrated that "politics can give solutions to a secessionist crisis", but the canadian 'Law of Clarity' was established for a state that is recognized as divisible. Due to this substantial difference Stéphane Dion, creator of this law, has denied that it was applicable to Spain.
26/09/2018. The PNV have been promoting a frankly unconstitutional reform of a Statute that they now consider to be amortised. The confederal proposal makes no sense. But certain nonsenses have some future when they find a good “atmosphere” in the Spanish Government.
11/09/2018. The International Commission against Impunity in Guatemala has been controversial since its inception. President Jimmy Morales has just set the end of his mission for next year, which has fueled the confrontation between critics and defenders. While both sides are partly right, the fight against impunity and corruption needs to build bridges outside the system.
10/09/2018. John McCain marks the end of an era; the greatness of both America and the Republican Party has passed away. What made McCain's America great is far from the America that brought Trump to the White House. Society is divided. The Republicans' loss of power in the midterms of November could mean a new starting point and the beginning of the search for a candidate for 2020.
06/09/2018. Sweden is going through turbulent times despite having a vigorous economy. Next Sunday's elections can confirm that, as in many other places, identity issues tend to take on the role that the economy once had in deciding the vote of a large part of the population.
26/07/2018. The EU has set an ambitious goal for the coming years: the transition to a decarbonised, secure and competitive economy. NGC Partners President Pedro Mielgo and Ruhr University Professor Graham Weale offer an insight into the challenges of energy transition and how Germany can serve as a model for other countries, particularly Spain.
19/07/2018. It is difficult to understand the political rampage against the big technology companies, especially if they are to become a complementary source of funding to our battered welfare systems. It would be better for us to change our approach and look for a more cooperative one than the grotesque plundering of the profit and loss accounts of companies leading global innovation and the digital revolution.
11/07/2018. It is not reasonable that the Spanish deficit could end 2018 close to 3 %. We should be in a very close position to the budget balance. Deciding how we do it is a political decision and there are different possibilities. What we can not do is be fiscally incoherent.
29/06/2018. A possible victory for López Obrador next Sunday represents a risk for governability, a democratic setback in institutional strengthening and the rule of law, and an advance of authoritarian populism to the detriment of the free market and individual freedom with an impact on all of Latin America.
05/09/2018. FAES has recently brought together an eminent group of historians and intellectuals to discuss the PSOE's draft law on Historical Memory. Its details, the concept of the initiative and its repercussions and media and political purposes. Presented in the congress last March, the proposal was vetoed by the Partido Popular government, claiming that it would mean an increase in spending. However, it seems that the new socialist government could bring it back. We replicate, with an editing, the most significant parts of that conversation.
21/06/2018. The dissolution of the terrorist group ETA makes us look back to the journey of the counterterrorist policies from 1996 until today. The former ministers Jaime Mayor Oreja and Ángel Acebes speak with Javier Zarzalejos about the strengthen of the Rule of Law, the turning point that was the legal architecture deployed against the group and its environment between 1996 and 2004 and the risk of turning the page without regard to the legacy of the victims nor slowing down the project of splitting Spain.
18/06/2018. The triumph of Iván Duque is a great news for Colombia and Latin America. Colombians have seen with hope the possibility of resuming the policies of security, justice and institutional strengthening responsible of the great advance of Colombia during the presidencies of Pastrana and Uribe, and have clearly expressed that peace is not built through political correctness and shady deals with terrorist gangs, but through democratic strengthening and the firmness of the rule of law.
13/06/2018. After the end of the Cold War, several attempts by U.S. Presidents to deal with the North Korean problem have suffer from a clear lack of results. Now, for the first time, there is an initial agreement, a declaration of intent to move forward on a program of negotiations that will be long and complex and whose outcomes are highly uncertain.
10/05/2018. Many Nicaraguan citizens are suffering repressing actions resulting from an extractive regime that struggles to survive and remain in power. The situation has put the country on the ropes and today the exist is at least complex. Al those of us who believe in democracy, the rule of law and freedom must contribute to the “internationalization” of the Nicaraguan question.
11/04/2018. The agreement of the Great Coalition between CDU-CSU and SPD puts an end to 171 days without a government, the longest period in the history of Germany. The lack of surprise about the pact is one of the greatest strengths of the new government and the experience and the degree of knowledge of the three main actors –Merkel, Seehofer and Scholz- is the reason for optimism and guarantee of stability.
09/04/2018. Once the consultations on the formation of the new government had begun, Mattarella was facing a difficult task, since there were many combinations and several candidates to chair it. The starting point is the accord between Movimento Cinque Stelle and Liga Norte to elect the presidents of the chambers. Let the Italian politicians surprise us once again with their ability to reach an impossible pact at the last minute.
03/04/2018. The Valencian Community is facing an extremely important challenge. It must choose between consolidating an open and modern society, committed to projects on a national scale, or abandoning itself to a local policy at the service of spurious interests, to a centrifugal passion where sectarian and exclusionary practices rule.
21/03/2018. Putin has won the elections without any competition and has fulfilled his main objective: to be himself the succession to power. A renewed sense of stability and national pride has re-emerged during his tenure, and with a deeply divided opposition he is not expected to lead his country towards democratization during his new term. He simply will not risk that any real liberalisation could lead to the disappearance of his own regime.
20/03/2018. The groundbreaking innovation in service delivery progresses at a lightning speed and the current technology, not the future technology but the one that already exists, makes possible to share knowledge about goods and services to exchange them in a more efficient way. Rocio Albert, asks to establish new “game” rules for everyone, the reason is that the digital transformation has turned them upside down in such a way that the existent rules make no sense.
12/03/2018. The PSOE's proposal of law to amend the so-called' “Ley de memoria histórica” is his ace up their sleeves that the Socialists are saving to respond to the intentions of Podemos in their quest to snatch the 'anti-Franco' flag from them. The journalist Pedro Corral, a PP councilor in Madrid, describes the proposal as "absolutely shattering", and argues in these FAES Papers that it is "the last burden to sweep away the constitutional system".
07/03/2018. The energy changeover will require a rigorous decision-making process that combines technical stringency, political consensus, regulatory accuracy and the involvement of stakeholders. It is a change of model of a greater depth and scope than any of the changes in energy policies proposed to date. FAES reviews the challenges it raises and proposes a set of recommendations to make the process simple and cost-effective.
14/02/2018. SPD and CDU-CSU reached an agreement in order to build up a Government. Critical voices in the conservative alliance has been played down by the last events: new elections would pose a threat to recently resigned Schulz's party, whilst CDU has not presented itself as a clear alternative to the Merkelian leadership. The main question is how these events will affect the long-term German party system.
06/02/2018. The Ecuadorian people expressed their opinion in favor of important shifts regarding Government issues and Law changes, which take part in the democratic strengthening of their country. The electoral contest brought two antagonistic Models of Nation State in dispute; and with the victory of the YES the rejection of the Latin American people to the 21st century socialism is further consolidated and it is one more defeat of the detrimental populism that is starting to lose its strength throughout the region.
29/01/2018. Donald Trump first speech on the State of the Nation has become the ideal moment to review the main characteristics of his first-year mandate. The construction through Twitter of a simplistic speech, lacking moral and political responsibility, has gave him the main connection with more than 100 million followers. He has focused on domestic politics—the economic situation has improved, and expectations could not be better—he has only look abroad for very concrete interests.
26/01/2018. The Italian left will assist again to the general elections with the division as a common note. Before the appointment scheduled for March 4th, and at a time where the coalition seems to be really necessary due to the new electoral law that rewards coalitions over parties, the favoritisms, the confrontations and the lack of agreement on fundamental points suggest that there will be no joint candidacy. This report goes through the history of the division and succession of defeats in which the Italian left lives since the end of the PCI.
24/01/2018. Costa Rica, Paraguay, Colombia, Brazil and Mexico will hold democratic elections in the next months and Sebastián Piñera will take office in Chile. To this we must add the show organized by Castrism to perpetuate itself in Cuba and the call for presidential elections made by the illegitimate Constituent Assembly. All this can affect in a significant way the political and economic future of the region.
18/06/2018. “Enfrentar la corrupción, el crimen organizado y la impunidad ha de unirse a la generación de empleo y el impulso a la industria y la innovación tecnológica”, afirmó Iván Duque, presidente electo de Colombia, en una visita a FAES. “Esa unión de legalidad y emprendimiento nos conduce a la equidad, a un país con empleo formales y reformas que permitan a muchas familias migrar hacia la clase media con éxito”, añadió.
11/01/2018. Democratic systems suffer a legitimacy crisis, which added to the advance of populism, provokes that liberal democracy run the risk of disappearing and turning into another thing. In order to correct this situation, it seems necessary to return to its essence: protect the compromise with the defense of the structure of rights and individual liberties and the classic liberal values.
08/01/2018. The Islamic Republic of Iran has refined the art of blaming on its external enemies the internal dissatisfaction. Nevertheless, the origin of the last protests lies on the attempt of the ultraconservative clergy to damage and discredit President Rohaní.
